Mission StatementOur purpose is to provide our participants and the communities of Northern Shasta County with recovery opportunities through drug education and process groups, in a supportive environment, to all who choose to recover from chemical dependency.Program PhilosophyOur program is based on the Social Model, a peer-group oriented recovery process. We teach the 12 Steps of Alcoholics Anonymous, Narcotics Anonymous and Al-Anon Family Groups.Admission to Empire Outpatient Services will be to any individual regardless of sex, race, religion, ancestry or national origin.
